ABSTRACT: To enhance the performance of the competitive intelligence function, CI executives increasingly have the opportunity and need to outsource CI services among the many CI-specialized and related firms prepared to serve them. Judicious selection of these products and services can be a win-win situation for both the CI function and its internal clients. This article identifies key challenges competitive intelligence managers face in outsourcing CI activities, addresses new roles that need examination as programs evolve toward the future, puts forth new challenges to enhance the CI function by increasing its value-added input to firms' strategic decision-making, and ends with six specific recommendations for competitive intelligence practitioners. With the new outsourcing environment, a new management role is foreseen - the Competitive Intelligence Operations Officer (CIOO). This individual serves as the primary coordinator of CI projects, people, and priorities.
